New caravan rule proposals could create an extra 'cost and burden' for owners

The DfT’s Trailer Safety Report warns extra tests for light trailers and caravans or a registration scheme could create “unintended consequences” for owners. The DfT report added any extra costs as a result of the changes may have a knock-on effect on how often drivers used their trailers.

They warn this would be more in the first year due to the initial set-up costs.

However, they said the extra compulsory testing of light trailers could have a safety-related benefit of £2.2million per year.

The DfT report said previous UK analysis has suggested the introduction of a scheme could come with “significant financial costs”.

This has previously made adopting any changes to testing “difficult to justify”.
